Requires separate legal entities established by contract between multiple political subdivisions to file copies of their contracts and any amendments with the Division of Local Government in the Department of Local Affairs as public records.

Makes separate legal entities that have issued bonds, notes, or other financial obligations subject to the "Public Securities Information Reporting Act" (Article 58 of Title 11, C.R.S.).

Requires entities subject to the Public Securities Information Reporting Act to file annual information reports to the extent practical in the manner specified in Section 11-58-105, C.R.S.

Takes effect at 12:01 a.m. on the day following the ninety-day period after final adjournment of the general assembly (August 10, 2016, if adjournment occurs on May 11, 2016), unless subject to a referendum petition.
