Amends Colorado Revised Statutes 13-1-119.5 to grant statewide electronic read-only access to court name index and register of actions to attorneys under contract with the Office of the Respondent Parents' Counsel

Expands access eligibility to include attorneys authorized by the Office of the Respondent Parents' Counsel to act as respondent parent's counsel, in addition to court-appointed counsel paid by the judicial department

Makes corresponding amendment to 19-1-304 (Juvenile delinquency records statute) to provide the same electronic access rights to respondent parents' counsel in juvenile cases

Access limited to cases in which the respondent parents' counsel are appointed by the court

Effective date: July 1, 2016
