Requires state agencies that certify, license, or register occupations to streamline the credentialing process for military veterans by evaluating how military training meets state occupational requirements.

Establishes implementation timelines: agencies overseeing more than 10 occupations must implement the program for 25% of occupations by December 30, 2018, 50% by December 30, 2020, and 100% by December 30, 2022; agencies overseeing 10 or fewer occupations must reach 50% by December 30, 2018 and 100% by December 30, 2020.

Requires agencies to document pathways for veterans to obtain occupational credentials, identify reciprocity mechanisms with other states, determine occupational exam availability, and consult with community colleges about gap-bridging courses and credential reinstatement options.

Directs agencies to consider adopting national credentialing exams and permits consultation with federal and state military officials and post-secondary institutions for implementation guidance.

Appropriates $73,551 to the Department of Regulatory Agencies for fiscal year 2016-17 to fund program implementation, including 0.9 FTE for personal services and legal assistance.
