Eliminates the exemption from the 5-bill introduction limit for bills recommended by six specific interim committees that had previously been exempt if approved by the legislative council

Bills from the following committees will now be subject to standard bill limitations: legislative interim committees created by statute or legislative council resolution; Colorado health insurance exchange oversight committee; school safety and youth in crisis committee; early childhood and school readiness legislative commission; water resources review committee; and transportation legislation review committee

Replaces language throughout Colorado statutes from "exempt from" bill limitations to "subject to" bill limitations for bills recommended by these interim committees

Takes effect 90 days after final adjournment of the general assembly (August 10, 2016, if sine die is May 11, 2016), subject to potential referendum petition by voters
