Repeals the prohibition that prevents valid concealed handgun permit holders from carrying concealed handguns on public elementary, middle, junior high, and high school grounds.

Eliminates the current exceptions in statute (18-12-214(3)) that allowed handguns only in locked vehicles, for school security officers on duty, or on undeveloped school property used for hunting or shooting sports.

Amends unlawful weapons statutes (18-12-105.5) to remove references to the school ground carrying restrictions, effectively decriminalizing concealed carry on school properties for permit holders.

Applies to permit holders with valid concealed handgun permits or temporary emergency permits issued under Colorado law.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
