Allows service members who served after September 11, 2001, and their immediate family members to request that their current location information be withheld from electronic disclosure under the Colorado Open Records Act.

Requires requestors to submit documentation satisfactory to the custodian proving they are a service member or immediate family member, plus a statement that they have made reasonable efforts to protect their location information through other available means.

Defines "location information" as current home address, current place of employment, current school, or current daycare facility.

Permits non-electronic inspection of public records and does not override reporting or disclosure requirements for service members who are public officials.

Effective 90 days after the general assembly's final adjournment, or following voter approval if a referendum petition is filed.
