Creates an Evaluation Methodology Working Group consisting of up to 10 members appointed by the governor and legislature, including representatives from state agencies, the judicial branch, nonprofits, and local service providers, with members serving 3-year terms except legislative members who serve 2-year terms.

Working group is jointly staffed by the governor's office, Office of State Planning and Budgeting, Legislative Council Staff, and Joint Budget Committee Staff to examine program evaluation practices and make recommendations to the legislature and executive branch.

Working group duties include establishing common definitions and standards for evidence-based, promising, and theory-based programs; reviewing national best practices; creating a state program inventory; and examining resource needs, data collection requirements, and procurement practices related to program evaluation.

Appropriates $23,728 to the Office of Governor ($11,254 for 0.2 FTE personal services and $12,474 for operating expenses) and $13,690 to the legislative department (0.2 FTE) for the 2016-17 fiscal year to implement the act.

Working group and statutory authority automatically repeals on December 31, 2019; act takes effect 90 days after adjournment of the 2016 legislative session (August 10, 2016).
