Prohibits licensed physicians specializing in psychiatry and licensed or registered mental health care providers from engaging in conversion therapy with patients under 18 years of age.

Defines "conversion therapy" as practices seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate sexual or romantic attraction toward same-sex individuals.

Excludes from the prohibition psychotherapies providing acceptance and support for identity exploration, assistance for gender transition, and religious ministry conducted by licensed providers not holding themselves out as licensees.

Establishes engaging in conversion therapy with minors as unprofessional conduct subject to disciplinary action by appropriate licensing boards for psychiatrists and mental health professionals.

Takes effect August 10, 2016, subject to potential referendum petition and voter approval in November 2016.
