Authorizes the director of the Division of Real Estate to establish HOA registration fees by rule as either a single per-unit annual fee, a tiered per-unit annual fee, or a single per-association annual fee, replacing the previous per-HOA fee structure.

Requires the HOA information officer to develop and maintain a statewide election monitoring referral list of independent contractors qualified to monitor HOA elections, with minimum experience standards established by rule.

Requires the HOA information officer to develop and maintain a statewide mediation and arbitration services referral list containing contact information for independent contractors providing dispute resolution services on HOA matters, with minimum experience standards set by rule.

Mandates annual reporting by contractors on both referral lists regarding the number and types of HOA-related requests and cases handled, with confidentiality protections for mediation and arbitration information.

Takes effect January 1, 2017.
