HB16-1219 Summary

• County vehicle titling and registration offices must assume all functions currently provided by state drivers' license offices by July 1, 2021, including issuance and renewal of drivers' licenses, permits, and identification cards, written and driving skills tests, and driver and vehicle record checks.

• County offices must provide these consolidated services at the same locations where they currently operate registration and titling services whenever feasible to ensure convenient and accessible services to the public.

• The Department of Revenue must work collaboratively with counties before the transition to identify necessary actions and funding to ensure the consolidation is accomplished expeditiously, efficiently, and effectively.

• The Department of Revenue shall endeavor to maximize cost savings by closing state drivers' license offices that are no longer needed once county offices assume their functions.

• The act takes effect August 10, 2016, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election.
