House Bill 16-1230 Summary

• Expands the Transparency Online Project web-based system to include county revenue and expenditure data alongside existing state financial information.

• Requires each county to submit adopted budget within 30 days of fiscal year beginning on or after January 1, 2018, and revenue/expenditure data within 30 days following annual audit for fiscal years beginning on or after January 1, 2017.

• Counties may submit data in a format approved by the chief information officer and are exempt from submission requirements if they post budget and expenditure data on their own county website.

• Excludes confidential information and data exempt from disclosure under Colorado Open Records Act or state and federal law from required submissions.

• Imposes penalty whereby counties failing to provide required data for more than 90 days may be considered lacking transparency by the Department of Local Affairs when awarding grants in the next fiscal year.
