• Limits automated vehicle identification systems designed to detect traffic signal violations to only three specific locations: school zones, construction/maintenance/repair zones, and arterial roads.

• Defines "arterial road" as a major roadway intended primarily to serve through traffic with carefully controlled access; the presence of direct driveway access does not disqualify a road from being arterial.

• Prohibits all use of automated vehicle identification systems to detect traffic signal disobedience in any location on or after December 31, 2016.
