Provides supplemental appropriation to the Colorado Department of Agriculture for fiscal year beginning July 1, 2015, amending Session Laws of Colorado 2015, section 2 of chapter 364 (SB 15-234).

Allocates $46,192,669 total across multiple funding sources including $9,706,234 General Fund, $30,434,230 Cash Funds, $1,881,548 Reappropriated Funds, and $4,170,657 Federal Funds.

Funds six major divisions: Commissioner's Office and Administrative Services ($11.7 million), Agricultural Services ($14.3 million), Agricultural Markets Division ($2.6 million), Brand Board ($4.3 million), Colorado State Fair ($8.9 million), and Conservation Board ($2.1 million).

Includes intent language that appropriation for pesticide inspection and enforcement on marijuana and industrial hemp crops shall not be annualized for any fiscal year after FY 2017-18.

Requires $50,000 General Fund allocation for conducting a financial stability study of the Colorado State Fair Authority.
