HB 16-1241: Supplemental Appropriation to the Department of Higher Education

• Amends Part VI of Session Laws of Colorado 2015 to appropriate supplemental funds to the Department of Higher Education for fiscal year beginning July 1, 2015.

• Total Part VI appropriation of $3,731,739,272 distributed across General Fund ($68,871,803), General Fund Exempt ($788,000,000), Cash Funds ($2,150,856,183), Reappropriated Funds ($701,516,735), and Federal Funds ($22,494,551).

• Provides funding for department administrative office operations including health insurance, salary survey, merit pay, workers' compensation, and IT payments totaling $4,510,951.

• Appropriates funds for Colorado Commission on Higher Education administration, financial aid programs including need-based grants ($124,570,732), work study ($21,432,328), merit-based grants ($5,000,000), and special purpose aid programs.

• Allocates $3.7 billion across 10 governing boards for state institutions including University of Colorado ($1.1 billion), Colorado State University System ($530 million), and community colleges ($430 million), with funds sourced from student tuition, academic fees, and General Fund Exempt Account.
