House Bill 16-1324 Summary

• Allows registered prescription drug outlets to compound and distribute compounded drugs to licensed veterinarians for office stock use in treating animal emergency conditions.

• Permits veterinarians to dispense compounded drugs from office stock only when necessary for a patient's emergency condition and when the drug cannot be accessed timely through a registered pharmacy outlet, limited to a five-day supply.

• Requires veterinarians to maintain a valid veterinarian-client-patient relationship before administering or dispensing compounded drugs and establishes that "patient" means companion animals as defined by the Board of Veterinary Medicine.

• Nonresident pharmacy outlets may distribute compounded veterinary drugs only if they provide the pharmacy board with recent inspection reports from their state of residence and a board-approved third-party entity, obtained and paid for annually.

• Appropriates $12,941 to the Department of Regulatory Agencies for fiscal year 2016-17, including $3,440 for operating expenses and $9,501 for legal services, with the same amount reappropriated to the Department of Law.
