• Creates the "Colorado Veterans' Service-to-Career Pilot Program" administered by the Department of Labor and Employment through selected workforce centers to provide employment and career services to veterans, spouses, and eligible participants.

• Authorizes workforce centers to offer skills training, apprenticeship placements, internship placements, work placements, job fairs, mentorship programs, professional seminars, and career counseling tailored to veterans' needs.

• Establishes a grant program allowing workforce centers to apply for funding to expand services, with preference given to centers partnering with integrated service and support nonprofits and existing community business partnerships.

• Appropriates $500,000 from the marijuana tax cash fund for the 2016-17 fiscal year, with up to 5% for Department administrative costs and up to 7% for workforce center and nonprofit agency administrative costs.

• Requires selected workforce centers to report annually to the Department on services offered, participant participation, and employment outcomes, with information relayed to State, Veterans, and Military Affairs committees; the program automatically repeals January 1, 2019.
