Allows individuals not lawfully present in the United States to obtain identification documents by presenting either an individual taxpayer identification number or a social security number confirmed by the federal government through the Social Security Online Verification System (SSOLV).

Permits identification documents issued under this provision to be renewed or reissued following the same process used by other licensees, requiring presentation of the document and proof of current Colorado residency.

Appropriates $597,445 to the Department of Revenue for fiscal year 2016-17 to establish services at six additional existing offices, including $423,334 for 10.0 FTE personal services, $105,306 for operating expenses, and $68,805 for driver license documents.

Repeals a footnote in the prior appropriation that stated the number of offices offering these licenses would be reduced once annual appointments fell below 5,000 per year or total appointments reached 60,000.

Sections 1-5 take effect March 1, 2017 (subject to referendum); Sections 6-8 take effect August 10, 2016, both contingent on no successful referendum petition being filed.
