• Defines "legacy mine site" as a site where hard rock mining operations have been abandoned as defined in section 34-34-101(1)(b) and (4).

• Applies the act to conduct occurring on or after the effective date of the legislation.

• Declares the act necessary for the immediate preservation of public peace, health, and safety.
