Mandates political committees, small donor committees, independent expenditure committees, and political organizations participating in regular biennial school elections to file disclosure reports based on when they make expenditures or undertake spending related to that election.

Appropriates $5,047 to the Department of State for 2016-17 fiscal year to implement the act through information technology services; effective August 10, 2016, subject to referendum petition approval.
