Department of Labor and Employment must review employer and employee requirements, services, processes, benefits, and regulations within three divisions (Unemployment Insurance, Workers' Compensation, and Labor) that may impact establishment or integration of pre-apprenticeships and apprenticeships into Colorado businesses.

Department shall prepare a report and recommendations by July 1, 2017, following a public comment period of at least 15 days.

Report and recommendations must be submitted to the Senate Committee on Business, Labor, and Technology; House Committee on Business Affairs and Labor; and the State Workforce Development Council for inclusion in the annual Colorado Talent Report.

Annual Colorado Talent Report recommendations regarding pre-apprenticeship and apprenticeship programs may disclose de-identified, anonymous, or aggregate kindergarten-through-twelfth-grade student data without parental permission, but cannot disclose personally identifiable student information without informed written parental consent.

This section is repealed effective July 1, 2017, making the study requirement a one-time obligation.
