Creates an Industry Infrastructure Grant Program within the State Workforce Development Council to develop industry competency standards and support workplace training programs.

Eligible nonprofit entities must have at least $300,000 in committed private funding and may use grant money to identify industry standards, implement competencies, assist businesses with training, and facilitate classroom-to-workplace education.

Establishes the Industry Infrastructure Fund in the state treasury, with $300,000 transferred from the general fund on September 1, 2016, and September 1 of the subsequent two years.

Requires annual reporting by January 1, 2017, and for three subsequent years on eligible entities, industry sectors, competencies, apprentices utilizing industry-defined competencies, and other measurable outcomes.

Sunsets on July 1, 2021, and exempts the program from Colorado's Procurement Code requirements.
