Creates the Chicana/o special license plate for motorcycles, passenger cars, trucks, and noncommercial vehicles under 16,000 pounds beginning January 1, 2017 or when the department is able to issue them.

Department may stop issuing plates if 3,000 are not issued by July 1, 2021, but existing plate holders may continue using them indefinitely.

Requires applicants to provide a certificate from a department-designated nonprofit organization confirming a donation was made; the organization must be Colorado-based, 3+ years old, employ 50 or fewer people, and use at least 75% of revenues for Latino community services.

Charges two one-time fees of $25 each in addition to standard vehicle fees: one credited to the highway users tax fund and one to the licensing services cash fund.

Appropriates $9,581 total for fiscal year 2016-17 to the department of revenue and office of information technology for implementation.
