Increases maximum vehicle height limit from 13 feet to 14 feet 6 inches, with the Department of Transportation designating highways where this height is permitted based on overhead clearance.

Establishes maximum length limits for specific vehicle combinations: saddlemount combinations (97 feet), laden truck tractor-semitrailer combinations (75 feet), stinger-steered vehicle combinations for automobiles/boats (80 feet), and towaway trailer transporter combinations (82 feet).

Excludes safety devices, transported cargo, and load extension devices from length calculations, with load projections limited to 4 feet in front and 6 feet in rear of vehicles.

Increases gross weight allowance by up to 2,000 pounds (changed from 1,000 pounds) for vehicles using alternative fuel systems, applicable only on non-interstate highways.

Takes effect August 10, 2016, subject to referendum petition and approval by voters in November 2016 if challenged.
