Requires the Colorado Department of Transportation (CDOT) to hold at least one community conversation in each transportation planning region (15 total) by October 1, 2016, allowing public testimony on transportation priorities and preferred funding options.

Mandates CDOT and the Colorado Office of Economic Development provide extensive public notice through multiple media channels and hold conversations at times and locations convenient to the public, with remote testimony options available.

Requires regional transportation planning representatives to convene open house meetings or panels including transportation commission members, CDOT directors, economic development representatives, and state legislators to receive and discuss public testimony.

Regional representatives must submit reports to CDOT by November 1, 2016, ranking transportation priorities and preferred revenue-raising methods; the executive director compiles these into a statewide report presented to legislative committees before the 2017 session begins.

Section repeals effective July 1, 2017, making this a temporary requirement for the 2016 public engagement process.
