School district boards of education must provide training for all newly hired educators and periodically for other district educators explaining district procedures for assisting students in emotional distress or crisis.

Training must cover procedures for identifying students who may need referral for behavioral health services.

Training content may include, but is not limited to, communicating with educators about the school district's policies concerning student assistance.

The act takes effect August 10, 2016, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election to take effect.
