Defines "licensed professional" as any person with licensing or registration obligations under Colorado Title 12.

Requires that when multiple state disciplinary authorities investigate the same act or transaction involving a licensed professional with multiple licenses, any authority other than the first to take action must resolve its investigation within 160 days after the first authority's action concludes.

Bars any disciplinary authority from taking action against the licensed professional for that same act or transaction if it fails to act within the 160-day deadline.

Takes effect August 10, 2016, or upon voter approval if a referendum petition is filed, and applies to disciplinary actions on or after the effective date.
