Expands the definition of "motor vehicle service contract" to include five specific types of services: tire/wheel repair from road hazards, paintless dent removal, windshield repair from road hazards, replacement of lost or stolen keys/key fobs, and similar services.

Defines "road hazard" to mean any hazard encountered while driving a motor vehicle, including potholes, rocks, wood debris, metal parts, glass, plastic, curbs, or composite scraps.

Clarifies that motor vehicle service contracts do not include mechanical breakdown insurance.

Excludes prepaid agreements that provide only routine maintenance from regulation as service contracts or insurance contracts.

Expands the definition of "manufacturer" for exclusion purposes to include distributors and subsidiaries or affiliates that are at least 51 percent owned by the manufacturer, distributor, or a common owner.
