• Charitable organizations must renew their registration with the Colorado Secretary of State on an annual basis to continue soliciting donations, and must update registration information within 30 days of any changes.

• Replaces oath requirements with affirmations under penalty of perjury for registration forms and financial reports submitted by charitable organizations, professional fundraisers, and paid solicitors to align with multistate registration standards.

• Authorizes the Secretary of State to issue cease-and-desist orders after a hearing to enforce registration requirements and prohibit unregistered solicitation of contributions, paid solicitor activities, or professional fundraising without proper registration.

• Organizations that fail to file required actual financial reports become subject to statutory fines, and organizations withdrawing or allowing registration to expire must file a final financial report.

• Provides $65,290 appropriation to the Department of State for information technology services; Sections 1-6 take effect July 1, 2017.
