Prohibits "visual exhibition of smoke," defined as the knowing release of soot, smoke, or particulate emissions from a light-duty diesel vehicle into the air in a manner that harasses, annoys, or alarms another person, or obstructs their view of the roadway or creates a hazard.

Violators commit a class 2 misdemeanor traffic offense, punishable by 10 to 90 days in jail, a $150 to $300 fine, or both, with 3 points assessed against the driver's license.

Adds a separate violation tier for the same conduct with a $35 fine for each violation, with subsequent violations also carrying a $35 penalty.

Applies to offenses committed on or after the effective date of the act.
