Requires the Colorado Department of Transportation (CDOT) to display messages about precinct caucus and general, primary, or statewide odd-year election dates on its variable message signs beginning 7 days before and ending at 7 p.m. on election day

Requires the Secretary of State to notify CDOT of each upcoming precinct caucus or election date no later than 21 days in advance

CDOT may prioritize emergency alerts (AMBER alerts, missing senior citizen alerts, Blue alerts, Medina alerts) and other safety-related messages regarding adverse weather or road conditions over election date messages

CDOT cannot display the election messages unless the U.S. Department of Transportation expressly approves them, and must cease display if federal approval is withdrawn or if displaying them would result in reduction of federal highway aid to the state

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety
