Expands financial responsibility requirements to include licensed dental hygienists in addition to dentists under Colorado law.

Requires dental hygienists to maintain professional liability insurance of at least $50,000 per claim and $300,000 annual aggregate, compared to dentists' requirement of $500,000 per incident and $1.5 million annual aggregate.

Exempts public employees under the Colorado Governmental Immunity Act from professional liability insurance requirements for both dentists and dental hygienists.

Grants the Colorado Dental Board authority to establish lesser financial responsibility standards or exemptions by rule for dentists and dental hygienists who perform limited services, work part-time, or have other circumstances making standard limits unreasonable.

Takes effect August 10, 2016, unless subject to a referendum petition, in which case it requires voter approval at the November 2016 general election.
