Authorizes county boards of commissioners to establish inclusionary zoning programs in unincorporated county areas through ordinances, resolutions, or other binding law.

Defines "inclusionary zoning program" as a county program that encourages or requires a portion of housing units in proposed developments to be priced affordably for low- and moderate-income households.

Program components may include requiring developers to set aside a percentage of affordable units, offering developer incentives, targeting specific income ranges, and specifying how long units must remain affordable.

Grants county governments the same authority to implement inclusionary zoning as municipal governments have long enjoyed within their territorial boundaries.

Takes effect August 10, 2016, unless a referendum petition is filed, in which case voter approval at the November 2016 general election is required.
