The Colorado Insurance Commissioner must conduct a study to determine the feasibility and impacts of establishing a single statewide geographic rating area for individual health insurance premium rates instead of multiple regional areas.

The study must analyze factors affecting premium rate differences across the state, including variations in prescription drug costs, provider rates, diagnostic tests, surgical procedures, and other hospital services.

The Commissioner must submit findings and recommendations to the Joint Budget Committee, relevant House and Senate committees, and the Colorado Commission on Affordable Health Care by August 1, 2016.

The Commissioner shall present the report to legislative committees during hearings held before the 2017 regular legislative session under the SMART Government Act.

The statutory requirement for this study automatically repeals effective December 31, 2016.
