Exempts proposed public projects from county or regional planning commission review if the projects are permitted under existing zoning laws or contemplated by a previously approved plan, proposal, or application.

Applies only to projects located in unincorporated territory of counties that have adopted a master plan.

Requires county or regional planning commission staff to prepare an annual report identifying proposed projects that were not reviewed under this exemption.

Takes effect at 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly (August 10, 2016, if sine die is May 11, 2016), subject to referendum petition and possible voter approval in November 2016.
