Prohibits the sale, purchase, trade, or distribution of parts or products from elephants, rhinoceroses, tigers, lions, leopards, cheetahs, pangolins, marine turtles, sharks, and rays.

First offense is an unclassified misdemeanor punishable by a fine of $3,000 to $5,000 or two times the item's total value, whichever is greater.

Second and subsequent offenses are unclassified felonies punishable by a fine of $5,000 to $25,000 or three times the item's total value, whichever is greater.

Provides affirmative defenses for antiques over 100 years old weighing less than 200 grams where the animal part is not the primary value, items distributed to educational or scientific institutions, and transfers to estate beneficiaries.

Exempts guns, knives, and musical instruments from the prohibition and requires forfeiture of violative items, either through destruction or donation to educational or scientific institutions.

Effective November 1, 2016, and enforced by Colorado wildlife officers and other commissioned officers of the division of wildlife.
