Repeals the state board of education's authority to automatically waive state statutes and state board rules for all charter schools through adoption of a rule.

Requires charter schools to submit specific requests for waivers, including rationale and compliance plans, rather than receiving automatic waivers.

Mandates the state board review automatic waivers starting in the 2016-17 budget year and at least every three years thereafter, removing any that result in unintended consequences for charter school performance.

Prohibits automatic waivers for five specific areas: performance evaluation systems, annual school calendars and teacher-pupil contact hours, licensed personnel employment, gifts and donations, and teachers' aides employment.

Applies to charter school contracts entered into or renewed on or after the bill's effective date; renewed contracts must seek new waivers for any previously automatic waivers.
