Adds "confidential personal information" to Colorado's Open Records Act, defined as home address, telephone number, social security number, birth date, bank account information, tax identification number, personal signature, personal e-mail addresses, or similar unique identifying information other than a person's name.

Allows custodians to deny public access to confidential personal information under the grounds that disclosure would be contrary to the public interest.

Includes personal e-mail addresses in the definition of "personnel files" that custodians may withhold from disclosure.

Extends Colorado Open Records Act provisions regarding civil or administrative investigations and trade secrets to apply to the judicial branch.

Takes effect on August 10, 2016, unless a referendum petition is filed, in which case it requires approval by voters at the November 2016 general election.
