CO HB1350

Amends Colorado Revised Statutes 23-18-202 to allow the Department of Higher Education to transfer up to ten percent of annual governing board appropriations between stipend spending authority and fee-for-service contracts.

Transfers may occur when moneys remain in the college opportunity fund or are insufficient after the final census date of the last academic term of each state fiscal year.

Applies transfers to fee-for-service contracts entered into pursuant to sections 23-1-109.7, 23-18-303, and 23-18-304.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
