Directs the executive director of the Department of Human Services to convey two parcels of land (maximum 1.5 acres each) at the Fitzsimons campus in Aurora to the Housing Authority of the City of Aurora at no cost.

First parcel must be developed as transitional housing for homeless veterans and veterans with disabilities, including short-, medium-, and long-term temporary housing combined with wraparound services.

Second parcel must be developed as housing with domiciliary care (shelter, food, and medical care) for veterans with disabilities and their spouses and legal dependents.

Requires land conveyance by January 1, 2017, with construction to commence within 48 months of ownership or the parcel reverts to the state at no cost.

Exempts the transitional housing and domiciliary care projects from existing state law requirements that new veterans centers have at least 120 beds and that other veterans centers maintain 80% occupancy rates before construction.
