Removes the requirement that local governments can only exercise land use authority over oil and gas operations if the Colorado Oil and Gas Conservation Commission has identified a specific area for designation.

Explicitly authorizes counties to regulate the location of oil and gas facilities through their existing zoning and land use authority under C.R.S. 30-28-113(1)(a)(VI).

Explicitly authorizes municipalities to regulate the location of oil and gas facilities through their existing zoning and land use authority under C.R.S. 31-23-301(1)(a)(VI).

Clarifies that the Colorado Oil and Gas Conservation Commission's authority over oil and gas operations does not preempt local governments' siting authority and that oil and gas operators must comply with local siting regulations.

Declares that local governments are in the best position to determine appropriate locations for oil and gas facilities and may regulate them similarly to other industrial uses.
