Requires hospitals accredited as STEMI receiving centers by the Society of Cardiovascular Patient Care to report heart attack data consistent with nationally recognized guidelines to the NCDR ACTION REGISTRY national database.

Mandates hospitals submit quarterly heart attack database reports to the Colorado Department of Public Health and Environment within 30 days of receipt for state-specific data analysis.

Establishes a 10-member Heart Attack Advisory Committee appointed by the Governor by November 1, 2016, with representation from cardiologists, emergency physicians, EMS providers, nurses, hospital administrators, and a heart attack survivor to provide technical expertise on cardiac care.

Designates all heart attack data reported to the department as privileged and strictly confidential, prohibiting disclosure to the public or use in civil, criminal, or administrative proceedings against healthcare facilities or providers.

Authorizes the department to share blinded and aggregated heart attack data with the advisory committee for Colorado-specific gap analysis and care improvement recommendations; repeals this authority September 1, 2026.
