Establishes a task force to review data reporting requirements for direct-entry midwives and submit recommendations to the legislature by January 31, 2017.

Creates a confidential agreement process allowing the director to limit practice for registrants with physical or mental illnesses that impair their ability to practice safely, with violations subject to discipline.
