Modifies information security plan reporting requirements for higher education institutions by implementing a three-group staggered reporting schedule, with each group submitting reports every three years instead of annually starting in 2017, 2018, and 2019 respectively.

Department of Higher Education must divide all institutions into three groups as soon as practicable after the bill's effective date to implement the staggered reporting schedule.

Takes effect August 10, 2016, subject to voter approval if a referendum petition is filed within 90 days after the legislature adjourns.
