Amends Colorado law to allow courts to assess costs against DUI offenders for collection and analysis of chemical tests performed by the Colorado State Patrol upon successful prosecution for violations of Section 42-4-1301, C.R.S.

Requires courts to collect these chemical test costs directly from defendants and transfer reimbursement to the Colorado State Patrol that performed the tests.

Adds new subsection allowing courts to assess, collect, and transfer similar chemical test costs to other law enforcement agencies (excluding Colorado State Patrol) involved in successful DUI prosecutions.

Costs may be assessed upon proper motion of the prosecuting attorney and at the court's discretion for reasonable and necessary expenses directly resulting from prosecution.

Effective date: August 10, 2016, unless a referendum petition is filed, in which case effectiveness is contingent on voter approval at the November 2016 general election.
