Adds in-home support services as an allowable service for Medicaid clients enrolled in home- and community-based services for persons with major mental illness and persons with brain injury.

Implementation of in-home support services is contingent upon the department of health care policy and financing receiving federal authorization for these services.

Expands the definition of "eligible person" to include persons enrolled in home- and community-based services for major mental illness (Part 6) and persons with brain injury (Part 7) in addition to existing programs.

Appropriates $31,008 from the general fund for fiscal year 2016-17 to the department of health care policy and financing for implementation, including 0.9 FTE in personal services and operating expenses.

Anticipates receipt of $37,408 in federal funds to implement the act, with funding allocated to personal services, operating expenses, and Medicaid management information system maintenance.
