Establishes a legal privilege preventing disability advocates from being examined as witnesses about communications with clients without the client's consent.

Applies only when the communication is directly related to providing effective communication support accommodation as defined by the federal Americans with Disabilities Act of 1990.

Defines "disability advocate" as a person employed by a disability advocacy agency whose primary function is to provide ongoing effective communication support accommodation to persons with disabilities, including rendering advice, counsel, or assistance.

Requires disability advocates to undergo a minimum of eight hours of specialized training annually to qualify for the privilege.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
