Authorizes and establishes a state veterans community living center at the former Fitzsimons Army Medical Center site, exclusively for veterans and qualifying family members.

Requires the state department to expeditiously develop vacant parcels north and south of the existing center to provide a continuum of residential care options including domiciliary and assisted living, transitional housing, and permanent supportive housing.

Exempts Fitzsimons project completion after January 1, 2016 from average occupancy requirements and requires compliance with the original 1999 Memorandum of Agreement between the Fitzsimons Redevelopment Authority, City of Aurora, and State Department.

Mandates the state department ensure the property continues in perpetuity to be operated exclusively for veterans and qualifying family members through contractual or other means.

Requires quarterly progress updates to State, Veterans, and Military Affairs Committees by September 30, 2016; December 31, 2016; March 31, 2017; and June 30, 2017.
