State and local governments shall not approve or permit the use of racing replay and wagering devices.

Licensees are prohibited from operating, offering to operate, or allowing any person to use a racing replay and wagering device to place wagers on previously run sporting events.

A "racing replay and wagering device" is defined as mechanical, electronic, or computerized equipment that displays a previously run sporting event and allows players to win something of value based on their wager outcome.

The prohibition does not apply to simulcast races.

The act takes effect at 12:01 a.m. on August 10, 2016, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election.
