• Designates six state buildings with combined value of $142,272,000 as emergency reserves: state parking garage, legislative services building, centennial building, state services building, human services building, and capitol annex building

• Authorizes general fund, cash funds, and reappropriated funds for departmental expenditures with specific provisions for federal fund matching and limits on contract obligations

• Prohibits payment of appropriated funds to any organization that places employment or membership restrictions based on sex, sexual orientation, race, age, marital status, creed, color, religion, national origin, ancestry, or physical handicap
