HB 16-1408 Summary

• Replaces Colorado's two-tier tobacco litigation settlement allocation system with a single percentage-based allocation structure effective for fiscal year 2016-17 and thereafter.

• Allocates settlement moneys to 14 health and social service programs including: nurse home visitor program (26.7%), children's basic health plan (18%), University of Colorado health sciences center (17.5%), Fitzsimons trust fund (8%), youth services (7.5%), and other healthcare programs with smaller percentages.

• Creates the primary care provider sustainability fund and transfers $20 million from the children's basic health plan trust on July 1, 2016 to increase access to primary care services.

• Replaces tobacco settlement funding for specified programs with marijuana tax cash fund revenue, including $4.4 million for education literacy programs, $4.1 million for human services mental health and substance abuse programs, and $1.8 million for public health agency distributions.

• Appropriates $2.97 million to University of Colorado health sciences center for cancer research and other health programs for fiscal year 2016-17.
